Anyone know what it does?
I think it has to do with the Turbo LED and the FPU (Fuel-Pressure-Up).  This switches the DC Voltage from ~10V to 12V (full battery) to the fuel pump during boost. Somewhere I posited the fuel pressure differences...

Hey guys, sorry to bump this old topic, but I figured it would be useful to keep it all in one place.  This is the sticker from the hood of my 1986 2WD SR5 Turbo, 5 speed.  Truck has AC/PS, no cruise control.  Note that it does not have the canister and VSV that the others do, interestingly enough.
